The Decommissioning Field Specialist (DFS), will be part of the Gentilly-1 and Douglas Point Operations team, supporting the Gentilly-1 Waste Facility. This individual is accountable to the G1WF Facility Manager for ensuring that activities performed as part of Storage with Surveillance, maintenance, or decommissioning projects are documented and the methods, procedures, and practices meet or exceed compliance programs and regulatory requirements. In particular, the DFS will ensure that their actions and reviews address technical and health, safety, security and environmental (HSSE) requirements of Canadian Nuclear Laboratories (CNL).

The incumbent requires strong self-discipline, excellent organizational skills, a keen sense of judgment, and an ability to elicit top-notch performance from others. The G1WF Decommissioning project is important to CNL, and will have visibility to the executive, internal and external customers, the regulator and the public.

What you will be doing!

  • Monitor and direct Facility operations and program activities.
  • Ensure that work is performed to the standard of operational safety, reliability, and efficiency and in accordance with the site licence QA program, technical specifications, applicable standards, and other internal and external regulatory requirements.
  • Overseeing decommissioning project activities within the Facility.
  • Ensuring the Facility is decommissioned within the requirements of the approved decommissioning documents and program requirements.
  • Participate in the day to day protection of Health, Safety, Security and Environment (HSSE).
  • Ensure that the Facility is operated and maintained in compliance with conditions in the Licence.
  • Prepare reports required under the license and of licensing documentation.
  • Ensure that the monitoring and surveillance activities, including records, are completed as required in the associated site licence.
  • Participate in the update of Operating, Maintenance and Emergency Response Procedures, Training Manuals and On-the-Job Checklists.
  • Ensure that the Facility is maintained in a cost-effective manner to provide physical integrity and to support a safe, sustainable state.
  • Report and investigate incidents and unplanned events.
  • Perform field walk downs, inspections, and investigations.
  • Manage the emergency response function within the Facility, including acting as an Officer-In-Charge and/or Emergency Steward.
  • The DFS must have a thorough understanding of licencing requirements and put in place the controls and monitoring protocols to ensure compliance.
  • Assist in managing the Facility.
  • Ensure that storage with surveillance activities are performed according to the storage with surveillance plan.
  • Ensure maintenance, monitoring, surveillance, assessments verification, and work processes are performed in a safe and compliant manner until the final decommissioning end-state is achieved.
  • The DFS will oversee storage with surveillance, maintenance, and decommissioning work undertaken at the site. This individual must be prepared to take the lead on planning and executing upgrades to systems/ facilities that are beyond the scope of routine day-to-day activities (activities that were not part of the annual plan but need to be addressed for compliance or safety risks). The DFS will monitor key resources executing decommissioning tasks to complement Project Leaders in an effort to bring the projects to successful completion.
  • The DFS will track progress, monitor work frequently, and perform safety inspections.
  • The individual will be required to become familiar with the G1WF in order to become a Subject Matter Expert (SME) and must be prepared to accept responsibilities associated with being a designate Facility Manager (FM).
  • Monitoring and reporting to the Facility Manager on the effectiveness of the implementation of the CNL Compliance program.
  • Complete and participate in self-assessments, audits, and surveillance programs.
  • The DFS is responsible for participating in the development of annual and strategic plans/ budgets and contracts in support of the delivery of the Environmental Remediation Management division, and more specifically, the activities required for Storage with Surveillance.
  • Other duties as assigned by Management.

What we are looking for:

  • Education
    • Bachelor (Honours) in Engineering or Science from a university of recognized standing, or membership in an engineering or scientific professional organization authorized by stature to establish qualification for membership in that organization is preferred.

OR

    • Graduation from a recognized institute of advanced technology, or equivalent formal education. Significant related experience in a field of specialization, including five (5) years of demonstrated experience in facility maintenance management experience supporting the execution of complex mechanical, electrical or architectural maintenance activities or 10 years equivalent experience in facility maintenance management in an industrial environment.
  • Experience
    • Experience in supervision of construction site is an asset
    • Experience in nuclear industry is an asset.
    • Experience in dealing with regulatory agencies, including the CNSC, would be an asset.
    • 3-5 years of experience in radioactive waste management and/or decommissioning is an asset.
  • Knowledge, Skills & Abilities
    • Sound technical knowledge of as broad range of engineering requirements and specialty and significant related working experience. Knowledge of CNL’s practices, procedures and organization is required.
    • Ability to comprehend or be cognizant of a broad range of technological and/or business issues.

CNL’s Gentilly-1 Prototype Reactor (shut down and partially decommissioned) is located on the Gentilly Nuclear Generating Station site on the south shore of the St. Lawrence River in Bécancour, Quebec, 100 km northeast of Montreal.
