Position Summary

This position serves as an Instructor, Evaluator, Course Developer, and Mentor for field trainers and operators, playing a key role in the development and delivery of fleet training and safety programs. Working closely with the Coordinator, Fleet Training & Safety, this position will contribute to the creation, implementation, and evaluation of training courses across various operational areas.

While the primary focus of this role will be on Parks, Recreation and Cultural Services, safety training related to Fleet operations and the possibility of driver training, the incumbent may also support training initiatives and cross-training efforts across other areas within the City of Regina. As such, may be assigned to work in any of the functional areas of the City of Regina. This role may also involve conducting investigations and assessments of fleet-related incidents. This position will play a key role in ensuring that all fleet operations comply with established safety standards and operational best practices, while promoting a culture of continuous learning, skill development, and ongoing safety improvement.

Duties & Responsibilities

  • Assist the Coordinator in the ongoing development, enhancement, and implementation of Fleet Training and Safety programs and courses.
  • Develop, conduct, enhance and maintain appropriate vehicle and equipment operating and maintenance training programs to support city fleet operations.
  • Evaluate, instruct, and examine existing and prospective equipment operators and training needs; certify, deny or otherwise determine operating limitations in accordance with the Fleet Training and Safety programs and courses.
  • Periodically, provide expertise and analysis of equipment incidents to identify compliance issues and training needs/ requirements; plan, coordinate, and deliver targeted training programs identified by the analysis.
  • Oversee and assist field trainers with functions related to operator training.
  • Provide training for management personnel in the operation of equipment in the event of withdrawal of services due to labour disputes.
  • Develop specific equipment operator training, standards and work procedures related to a typical municipal vehicle fleet.
  • Update and maintain training records and reports in both computerized and written formats.
  • Create, prepare, and deploy presentations and training lessons, programs and courses in a variety of delivery formats including online formats.
  • Assist user divisions and departments with the development of work procedures and practices where related to equipment operation.
  • Conduct periodic and random vehicle and equipment safety inspections.
  • Provide input into the purchase of new equipment, modifications to existing equipment, and help determine equipment practicality and suitability for City operations.
  • Create interactive training materials and resources to enhance learning and engagement.
  • Conduct and contribute to incident reviews to evaluate compliance and identify training needs.
  • Conduct a variety of driver/operator education programs to City of Regina departments on a variety of on road vehicles and equipment.
  • Instruct and follow the rules, regulations and standards of Provincial Occupational Health & Safety Regulations, Saskatchewan Employment Act and the City of Regina Occupational Health & Safety Manual, as well as the Highways and Transportation Act and all other relevant legislation.
  • Perform related duties as required.

Knowledge, Skills & Abilities

  • The knowledge skills and abilities are obtained through completion of Grade Twelve (12) supplemented with a Certificate in Adult Education combined with three (3) to five (5) years experience in the operation, care, maintenance and inspection of various types of complex municipal or construction equipment.
  • Supervisory experience with a background in equipment operator training. Experience in script writing, instruction, manual writing, professional presentation in a variety of settings and instructional techniques with particular emphasis on adult instruction. Experience with various presentation formats including computerized multimedia formats.
  • Must be able to attain provincial certification to instruct provincial programs that are within the area of responsibility (e.g. Propane Dispensing, Forklift, SGI, etc.).
  • Knowledge of training principles, methodology, and adult learning theories.
  • Thorough knowledge of the safe operation, maintenance and inspection of the City of Regina fleet and knowledge of the type of work conducted with municipal equipment.
  • Knowledge of and ability to interpret municipal, provincial and federal legislation which may have an impact on vehicle or equipment operation.
  • Thorough knowledge of City of Regina policies and regulations relating to vehicle and equipment operation.
  • Knowledge of the rules and regulations of the Provincial Occupational Health & Safety Regulations, Saskatchewan Employment Act and the City of Regina Occupational Health & Safety Manual, as well as the Highways and Transportation Act and all other relevant legislation.
  • Knowledge of and the ability to conduct employee and equipment evaluations and draw conclusions based on testing and performance factors.
  • Possess the ability to operate and skill in the use of computerized equipment for training purposes.
  • Ability to communicate effectively, orally, in writing and through electronic media.
  • Ability to establish and maintain effective and respectful working relationships.
  • Must possess demonstrated leadership qualities and the ability to assume authority and control during difficult situations.
  • Ability to work independently with minimal supervision and demonstrate sound decision-making skills in difficult, high stress situations that arise in the normal course of duties.

Working/Other Conditions

  • Must possess and maintain a Class 1A driver's license. Must have a vehicle available for work usage (a travel allowance is provided).
  • Will be required to work outdoors in all seasonal conditions.

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • As part of the selection process, candidates may be required to complete a pre-assessment test prior to being considered for an interview. This assessment will help evaluate the skills and qualifications necessary for the position.
