Position Summary

Thank you for your interest in this position! We're currently looking for a Manager of Building Standards & Inspections to lead our operations within the Planning & Development Services Department. This is a term position for up to one year.

As the Manager of Building Standards & Inspections, you will be responsible for the management of the operational and program planning for the branch, including stakeholder relationship management, financial management and people leadership. You will be part of a team that values great customer service and ensures timely and accurate responses.

Mandate includes overall responsibility for regulating building construction and demolition projects within the City of Regina through a customer centric, collaborative approach.

Key Duties & Responsibilities

  • Managing relationships with internal and external stakeholders, including consultants, engineers, government officials, and the public.
  • Leading the development and implementation of the Building Standards & Inspections Branch's annual operational plan.
  • Overseeing the inspection of all construction, alteration, and demolition projects to ensure safety and regulatory compliance.
  • Providing guidance on complex building permit applications, construction processes, and compliance issues.
  • Ensuring effective financial management by leading the development of the branch's budget and monitoring expenditures.
  • Leading and mentoring a team of supervisors and technical professionals, fostering a safety-first culture and ensuring compliance with the City's collective agreements.

Key Qualifications

  • A University Degree in Engineering or Architecture or equivalent related qualification and experience.
  • (5) to (8) years of professional experience in a related field building, design, construction and commissioning.
  • A Building Officials Class 3 License in Saskatchewan would be considered an asset.
  • Knowledge of building technology, construction principles, and related legislation in Saskatchewan.
  • Proven experience in program/service delivery models, financial management, and policy development.
  • Experience in managing complex projects, including navigating legal and regulatory processes.
  • Exceptional leadership skills with the ability to coach and develop a high-performing team.
  • Strong interpersonal and communication skills, with the ability to resolve conflicts, negotiate, and build consensus.
  • Change management experience, especially in driving process improvements within a large organization.
  • Experience in risk management, budgeting, and workforce planning.

  • Successful candidate may be required to obtain and provide a satisfactory criminal record check, as per the City of Regina's Criminal Record Check Policy.

  • Successful candidate will be required to provide proof of acquired education.
