Position Summary
The City of Regina is looking for a Project Engineer or Coordinator, Water and Sewer Programming with experience in municipal water, wastewater or drainage infrastructure to join the Water and Sewer Engineering Branch.

Nature of Work:
This position provides technical/professional engineering support for the integration, planning, and management of capital upgrades and preservation of municipal water, wastewater, and drainage infrastructure. Responsibilities include system analysis, business case and budget preparation, design, administration, operational support, project management, and construction supervision. The role will strive to ensure information about the City linear water network is up to date and will seek improvements in forward thinking planning and decision making support in managing these City services.
Key Duties & Responsibilities
- Provide technical expertise and analysis for water, wastewater and drainage infrastructure integration, planning, design, construction, maintenance, and asset management.
- Analyze and interpret complex data, processes, and problems to develop solutions and recommendations.
- Coordinate and support the preparation, planning and delivery multiple projects.
- Ensure project planning information is current and accurate for key internal and external stakeholders.
- Manage and oversee construction projects, ensuring compliance with scope, budget, and schedule.
- Prepare technical and business reports, public communications, memos, and presentations.
- Develop, maintain and adhere to City construction standards, policies, project management and operational processes.
- Manage consultant engineering firms and contractors delivering work for the City by reviewing and rating proposals, managing schedules, and reviewing designs to ensure compliance with City standards.
- Oversee contract administration and engineering processes during construction.
- Respond to public, City Council, and Executive inquiries and concerns.
- Supervise, mentor, train, and direct staff.
- Approve requisitions, expenditures, and other transactions within the authority limits of the role to protect civic assets.
- Ensure compliance with all safety regulations, City safety processes and responsibilities, and Provincial Occupational Health and Safety requirements.
Key Qualifications
- Demonstrated knowledge of and experience of water, wastewater and drainage infrastructure planning, design, construction, maintenance, and operations.
- Understanding of municipal infrastructure management and asset management principles.
- Proficiency in engineering software such as ArcMap GIS, AutoCAD Civil 3D, WaterCAD, or InfoWorks ICM.
- Ability to interpret technical documents, regulations, bylaws, and specifications.
- Experience in project management, budget preparation, and financial analysis.
- Strong problem-solving, analytical, and decision-making skills.
- Excellent communication and leadership skills, with the ability to influence and collaborate.
- Ability to manage multiple projects, prioritize tasks, and meet deadlines.
- Knowledge of Provincial Occupational Health and Safety regulations and City safety policies.
Education & Experience
Project Engineer
- A University degree in Engineering, such as Civil, Mechanical or Environmental Systems, with a minimum of four (4) years related engineering experience in the field of municipal water, wastewater, or drainage infrastructure.
- Registered or eligible for registration as a professional engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan.
OR
Coordinator, Water & Sewer Programming
- A two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Water Resources Technology with a minimum of five (5) years' experience with water, wastewater and/or drainage infrastructure.
- Must be registered with Technology Professionals Saskatchewan (TPS) as a Professional Technologist (A. P.Tech) or be eligible to obtain during probation period.
Working/Other Conditions
- Must possess a valid Class Five (5) driver's license and have a vehicle available for work usage.
