Position Overview:
The City of Regina is looking for a Project Engineer with experience in municipal stormwater and wastewater infrastructure, and construction project management to join the Water and Sewer Engineering Branch for term/secondment for up to 2 years.


This position will be responsible for the final design and delivery of the Speakers Corner Drainage Project. Typical duties include review of the design, preparation of tender documents and specifications, procurement, contract administration, and engineering support during construction. This position reports to either a Senior Engineer or the Branch Manager.

Duties & Responsibilities

  • Review the design, and tender documents and specifications for the Speakers Corner Drainage Project.
  • Administer the engineering and construction contracts to ensure compliance with the project scope, specification, and budget.
  • Effectively liaise with other City departments to ensure efficient, integrated delivery of the Speakers Corner Drainage Project.
  • Provide engineering and technical expertise and analysis related to stormwater and wastewater infrastructure planning, design, construction, maintenance, operation, and asset management.
  • Analyze and interpret complex data, information, processes, programs, and problems, and assist with the development of policies, options, solutions, improvements, and recommendations.
  • Provide technical solutions associated with the stormwater and wastewater systems.
  • Provide engineering support to the Sewer and Drainage Operations Branch as required.
  • Carry out routine duties and attend to administrative problems in the Branch, including handling of general public inquiries.
  • Conduct, prepare, and recommend business cases, standards, policies, specifications, and operational processes.
  • Participate with the preparation of budgets, reports, letters, presentations and other documents in response to requests from Council, Committees, City Manager, other departments and the general public.
  • Prepare technical and business reports and presentations, public responses, internal memos and other documents.
  • Develop and manage projects and budgets.
  • Represent the Water and Sewer Engineering Branch and participate in meetings with other City departments, consultants, contractors, and the public.

Key Qualifications:

  • A University degree in Engineering, such as Civil, Mechanical or Environmental Systems, with a minimum of four (4) years related engineering experience in the field of municipal water infrastructure.
  • Registered or eligible for registration as a professional engineer with the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS).
  • Engineering knowledge of municipal water infrastructure planning, design, construction, maintenance, operation, and asset management.
  • Knowledge of current and relevant technology particularly as it relates to municipal infrastructure, management, and operation.
  • Knowledge of the principles of organization, administration, supervision, and the ability to apply these principles.
  • Advanced skills with computer applications such as Office 365, Excel, PowerPoint, Word, and Access as well as specialized engineering software such as WaterCAD and InfoWorks ICM.
  • Solid analytical and problem-solving skills.
  • Ability to interpret plans, specifications, bylaws, data, and trends.
  • Knowledge of statistics and project management principles.
  • Ability to work independently, prioritize, manage multiple tasks, and projects.
  • Ability to develop budgets, proposals, plans, and programs.
  • Strong oral and written skills.
  • Ability to lead and influence people, resolve conflict, and build consensus.
  • Ability to effectively develop and maintain effective working relationships within the organization and with external contacts.
  • Skilled at listening, understanding, and responding in an acceptable and sensitive manner.
  • Ability to plan, co-ordinate and direct the work of others.
