Position Summary

Join the Assessment & Property Revenue Services branch for a 12-month term opportunity as the Water Attendant!

In this position, you will be ensuring seamless water services for residential and commercial areas. As a key team member, you'll handle customer interactions and exercise judgment within established protocols. Reporting to the Manager, City Projects (Water Meter Upgrade Project), this role offers responsibility, autonomy, and impact in our community's water management efforts.

Key Duties & Responsibilities

  • Search Banner and TAS to find current customer information and create door tags, call customers and attempt bookings
  • Conduct service connection turn-ons and turn-offs for Water Meter Upgrade Project Non-compliance including installing lockout devices on meters.
  • Collaborate with Water Collections to address customer inquiries and requests, using discretion in arrears situations.
  • Interact with the public, other crews, and city hall staff to address inquiries and concerns regarding water service, applying Privacy Legislation knowledge.
  • Turn water service on and off for homes and businesses to install or disconnect water meters.
  • Inspect, troubleshoot, and assess water meter systems in residential and commercial properties, resolving issues or providing recommendations.
  • Interpret specifications, drawings, manuals, and work orders for informed decision-making in the field.
  • Use IR Viewer and underground maps for accurate curb box location.
  • Request deployment of labor, equipment, and materials for repairing water system components or minimizing damage.
  • Investigate and inspect customer premises to ensure accurate billing, documenting findings orally or in writing.
  • Assess job hazards to decide whether to enter residential or commercial properties in contentious situations.
  • Handle job hazards like disposal of sharps, dealing with dangerous dogs, and managing threatening customers safely.
  • Coordinate with Police, Animal Control, or Bylaw Enforcement when assistance is needed.

Key Qualifications

  • Grade twelve (12) or General Education Development (GED) equivalency.
  • Minimum of three (3) years' experience in construction, plumbing or water systems maintenance and construction.
  • Experience in the use of Windows-based software including Word, Excel, and E-mail is essential.
  • Knowledge of the techniques and procedures for turning on and off water service systems.
  • Sound understanding of microcomputers, including Word, E-mail, GIS Map Portal, and CIS Utility Billing.
  • Understanding of how to read and interpret blueprints and plans to locate connection valves with tie-ins.
  • Familiarity with Privacy Legislation and its relevance to customer inquiries.
  • Ability to operate force pumps on private or City sides to restore water pressure.
  • Proficiency in reading City of Regina underground plans.
  • Knowledge of operating Schonsted metal detectors to locate underground curb boxes and valve boxes.
  • Ability to de-escalate dangerous or potentially violent situations.
  • Proficient in operating tools and equipment efficiently and safely, meeting inspection, servicing, cleaning, and productivity requirements.
  • Capability to perform physically demanding work daily in various weather conditions.
  • Skilled in establishing and maintaining effective working relationships.

Working/Other Conditions

  • Must be able to work effectively in a fast-paced environment and able to manage stress associated with disconnecting customers' water for non-payment.
  • Must possess a valid driver's license
  • May be required to work non-standard hours.
