Reporting to the District Manager, the Pre-Construction Manager oversees critical aspects of our pre-construction and estimating operations. This role involves managing the estimating and budgeting process, schedule development, constructability, procurement, and stakeholder relations, from proposal initiation through to contract agreement for projects requiring pre-construction services. The pre-construction manager is responsible for assisting and overseeing the technical proposal development, working directly with Proposal specialist team to delivery high quality responses that provide opportunities to engage in future work opportunities. The role includes leading estimating operations, overseeing pre-construction resource allocation, coaching and mentoring staff, reviewing estimates, and managing tender closings and pursuit submissions. Effective communication, collaboration, and strategic thinking are essential for this role.

This role can be based in either Regina or Saskatoon, SK.

Responsibilities

  • Provide coaching and mentorship to the estimating team throughout all aspects of the estimating process.
  • Oversee project scope of work reviews to ensure completeness of estimates and that all technical specifications, subcontractor scopes, and general condition items have been quantified and costed.
  • Propose and approve potential bid strategies, constructability requirements, and advantages or innovations to increase bidding success.
  • Oversee bid closings of mid to large scale projects being led by the estimating team members.
  • Review requirements, delegate work and assemble overall conceptual and budget costs using past project analytics, benchmarking, and historical data.
  • Lead the estimating team on large or more complex projects pursuit.
  • Manage the Kick-Off Meeting and weekly strategy meetings, and chair any formal meetings for large complex projects, ensuring the estimating process will meet the milestone dates established.
  • Oversee all estimates, including detailed review of others' work.
  • Provide input and influence in the fee discussion and risk quantification review
  • Review and approve risk mitigation plan, ensuring proper bonding and insurance costing and appropriate contingencies.
  • Develop skills to manage, mentor, and coach the estimating team, while developing talent pools when required and ensuring an understanding and accuracy of tasks are achieved and objectives are met.
  • Lead a team for an estimate and review support Estimators' work.
  • Establish and monitor Individual Development Plan with direct reports.

Education, Experience and Knowledge

  • Completion of a university bachelor program in a technical, business, or scientific field of study; degree in Engineering or Architecture is preferred.
  • At minimum High School graduation and completion of a diploma training program at a college or technical school, with an ability to understand, utilize, and communicate specialized information verbally or written.
  • Gold Seal Certified, LEED Accredited, LEAN experience, MRICS, and CIQS are all assets.
  • P.Eng, Project Management, and LEED certifications are assets.
  • 10+ years of a combination of field and estimating experience, with senior estimating experience of at least 5 years.
  • Experience working as a consultant in an engineering or architecture firm is an asset.
  • Access to an existing network of consultants and subcontractors in the region.
  • Good understanding and knowledge of design processes, construction matters, finance, and contracts.
  • Good understanding of other parties' expectations and genuine interest in creating win-win solutions.
  • Understanding of complex situations involving multiple parties with divergent interests.
  • Excellent negotiation skills.

Working Conditions

  • This role is primarily office-based, though some travel is required between the Saskatoon and Regina offices The primary role can be based out of either Regina or Saskatoon
  • Occasional travel to other branches to offer short term support is required.
  • Due to the nature of non-negotiable closing times, flexibility with working hours may be required to ensure deadlines are met (eg. longer working days, weekends).
