The Opportunity

At TC Energy, we are seeking an exceptional Engineering Critical Assessments (ECA) Integrity Engineer to play a pivotal role in supporting our MAOP Reconfirmation framework. This is an opportunity to leverage your expertise in pipeline integrity, non-destructive testing, threat management, and risk assessment to ensure the safe, reliable, and compliant operation of our North American natural gas network.

As part of our dynamic Regulatory and Special Programs team, you will collaborate closely with other integrity engineering groups under the Safety and Technical Services (STS) umbrella. Your technical insights and collaborative approach will be instrumental in maintaining the integrity of our pipeline systems and meeting stringent regulatory requirements.

Reporting to the Manager of Regulatory and Special Programs, you will be responsible for overseeing critical work specific to the Mega Rule, with a primary focus on driving the successful milestones of TC Energy's MAOP Reconfirmation program. What you'll do

  • Perform technical assessments and data integration for candidate pipelines, including a thorough evaluation of existing pipeline integrity data, record gaps, material properties, threat susceptibilities, and incident history as part of feasibility studies.
  • Work closely with Pipeline Integrity, Integrity Engineering, Class, HCA/MCA, and MAOP records teams to ensure ECA applicability and threat susceptibility are correctly evaluated.
  • Identify applicable pipeline integrity threats and help select suitable inspection technologies or methods and schedules for conducting ECAs.
  • Collaborate with the ECA report development team to ensure the production of high-quality deliverables that meet both TC Energy internal standards and regulatory requirements under 49 CFR §§ 192.624, 192.632, and 192.712.
  • Perform technical reviews on completed ECAs, identify all necessary remediation work, and create project scope documents and cost estimates to address recommended actions.
  • Serve as the engineering ECA subject matter expert for MAOP Reconfirmation, providing guidance on all aspects of Engineering Critical Assessments.
  • Manage schedule and deliverables associated with existing and planned Engineering Critical Assessments through stakeholder and third-party engagement.
  • Address moderately complex issues by adopting a broad perspective to propose innovative solutions.
  • Enhance TC Energy processes and procedures to comply with regulatory standards and support regulatory inspections related to MAOP Reconfirmation and ECA.
  • Stay updated on pipeline regulations, industry standards, assessment methods, repair techniques, and other relevant topics to anticipate impacts and develop effective solutions.

Minimum Qualifications

  • Bachelor's degree in engineering, preferably in Mechanical or Chemical Engineering (other engineering disciplines will be considered) from an ABET-accredited university.
  • Licensed Engineer or Registered Professional Engineer (P. Eng) or eligibility for registration with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
  • Six or more years of progressive experience in natural gas pipeline integrity management, engineering field services, pipeline integrity inspection, or related fields.
  • Demonstrated proficiency in data analysis and project management fundamentals.
  • Good understanding of U.S. gas transmission pipeline regulations and industry standards (49 CFR Part 192, ASME B31.8S, etc.).
  • Experience with inline inspection, defect assessment, and dig selection of natural gas pipelines.
  • Strong critical thinking and problem-solving skills with an aptitude for innovative solutions.
  • Excellent verbal and written communication skills.
  • Effective team player capable of handling concerns, objections, and sensitive situations.
  • Ability to manage multiple priorities in a dynamic environment with exceptional organizational skills and attention to detail.

Preferred Qualifications

  • Comprehensive understanding of facility integrity/reliability, risk-based asset integrity management, and related regulatory standards.
  • Familiarity with interpreting DOT/PHMSA regulations and standards.
  • Experience in advanced areas such as pressure cycling analysis, Integrity Management Plan (IMP) external audits, failure analysis, incident investigation, fitness-for-service evaluations, and corrosion assessment.
  • Proven ability to work independently, leading the development of procedures, processes, and tools to improve efficiency.
