About this opportunity:

The Specialist, Marine Assurance is accountable for leading the inspection of vessels and terminals, assessing and determining suitability of vessels, vessel operating companies and terminals participating in Cenovus's value chain. The Specialist will be a subject matter expert in marine risk assurance, applying experience to improve safety and reliability of marine operations.

The individual will work collaboratively with Cenovus's Houston TX, Dublin OH, St John's NL and Calgary AB based teams to develop, build and steward vetting and assurance related policies and procedures within the organization.

The role is integral to developing and growing Cenovus's marine capability as part of the broader Downstream organization. It will support our assets to optimize both our crude and refined product value chains.

This position can be located in Houston TX and/or Calgary, AB

What you'll do:

  • Manage vessel clearance programs to ensure safe and cost-effective marine transportation for Tankers, Dry Cargo vessels and OSVs, coordinating both domestic and international trades

  • Uses risk management tools to manage Cenovus's marine risk through the vetting and clearance of vessels, tugs, barges and associated terminals involved in the transportation of crude and petroleum products

  • Coordinate with marine terminals, refineries, ship owners, surveyors, and expeditors to evaluate technical aspects of vessel clearance programs

  • Administer vessel clearance tools and serve as subject matter expert (SME)

  • Monitor trade flows and respond promptly to prioritized vessel clearance requests and keep Trading/Scheduling advised of clearance status

  • Monitor and report on accidents/incidents related to vessel clearance, initiating Management of Change (MOC) processes as needed and support accident investigations related to marine vessels

  • Maintain comprehensive database of all vessel clearance activities

  • Represent the company in industry forums on vessel vetting matters such as OCIMF, IMCA, OGP, CDI, and INTERTANKO

  • Arrange third-party vessel inspections as required

  • Lead TMSA/OVMSA audit programs

  • Ensure compliance with transit and port regulations, including vessel draft restrictions and terminal requirements

  • Implement a culture of continuous improvement to enhance vessel operation safety while supporting commercial objectives

  • Review and approve vetting-related invoices

  • Maintain and communicate a weekly schedule of vessel clearance statuses

  • Verify cargo compatibility to uphold quality standards for designated voyages

Who you are:

  • Minimum of 12 years industry experience with 5+ years' experience in marine vetting clearance or coordinating vessel clearance for oil majors

  • Sea experience in senior roles (Master/Chief Engineer/Chief Officer/1st Engineer) on tankers is essential

  • Outstanding communication and negotiation skills

  • Hold normal office hours with 24/7 on-call vetting availability

  • Accredited in SIRE/OVID/CDI programs is preferred

  • Detailed understanding of OCIMF workflows, oil major/Port State Control inspections, and associated corrective actions

  • Familiarity with standard crude charter parties, clauses, and Incoterms

  • Capable of making significant marine risk decisions independently and within guidelines

  • Knowledge of relevant maritime legislation and regulations e.g., Canada Shipping Act/Marine Liability Act and pollution liabilities, MARPOL, with jurisdictional bias is preferred

  • Strong understanding of corporate and marine risk assessment principles and their practical applications
